Breakable block levels

Blocks that can have a certain durability and when broken, instead of completely breaking it instantly turns into another block with a slightly less breaking duration. For example, deepslate could turn into stone and pic-axes with silk touch could break it at the current state/level its mined at. Only for certain special blocks though just to make them harder to achieve also giving an objective to get certain tools with a specific enchantment.
