The idea is to allow players to prevent caves from generating using a toggle in the world Creation menu, similar to one of the options in the old Customized world type.
I believe this would be very useful for builds underground, as builds going through cave systems is inconvenient and covering up these caves takes forever — the problem is particularly bad in survival as you cannot see where nearby caves are and so preventing mob spawns is a great annoyance. In Creative things are a little better, but the inconvenience is still significant, and peaceful doesn't fix it since you may want mobs in your build.
