Fair Progression in Multiplayer is the primary reason why I believe this should be a thing. Some players in survival multiplayer rush through the nether and the end getting unfair advantages like netherrite smithing upgrades and elytras before others.
Sometimes players would even loot the heck out of every structure in those dimensions, creating a sense of scarcity and making it so that they'd have a monopoly on highly sought out items like netherite smithing upgrades and elytras.
The Host having an option to disable players from entering portals could give them the ability to only have the nether be available after a certain amount of time, when everyone is ready. Making it so that acquiring highly sought out items would be much more fair and enjoyable to everyone regardless of skill level.
Looting the nether and beating the ender dragon together is generally much more fun than having one guy speedrun the game and leaving everybody in the dust.
There's a chance this might be a abused by a tyrant host or admin, like using it to trap players in other dimensions or stuff like that. So if devs do decide to add this, they have to think long and hard if whether the benefits out weigh the possible risks. I play in bedrock.
