The Ender Dragon can be respawned but the only incentive is XP. What if everytime the dragon is respawned, it changes to be increasingly more skeleton with different attacks and drops the more times you kill it? It could have 3 stages with the classic dragon fight giving you the dragon egg, the half skeleton dragon fight that gives you dragon scales, and the final skeleton dragon fight that goves you a finite materal of dragon bone. This could add more incentive to respawn the dragon offering a final endgame progression that has you preparing for fight after fight with the final boss. Each fight could also change the end in some way so you unlock more of the dimension as you complete each fight. More structures could be generated, more mobs could spawn, maybe even spread oit biomes but they're very rare to keep the wasteland vibe.
