Copper chimes

Copper chimes would be crafted from prismarine string and copper. They could be placed under, on the side of and on top of a block. They would chime when clicked, powered with redstone, shot with a projectile or chime softly in the wind. 

When placed next to a villager workstation, they are able to make the villager who works there walk back to the station. It would also work similarly with:

• allays with note blocks and jukeboxes,
• copper golems with copper chests
• horses with hay bales

They could be upgraded with ender pearls and prismarine. This upgraded chime would work for a larger radius, would have a reversed chime sound and would teleport the mob to the block instead of making it pathfind over.
