Thunderstorms shouldn't spawn monster in biomes where it doesn't rain

Sometimes when you are in a biome where it doesn't rain, there is a thunderstorm, and you can only tell by the dark sky and the spawning of monsters as if it were night-time, but it seems to be too bright for them to spawn. To fix this, I suggest that in biomes where it doesn't rain, skylight shouldn't be affected by weather.
