I love hosting family friendly java servers with Paper. No cursing, no swearing, everything kept PG13... once in a while, very little kids join the server. I am not sure if this overlaps with already existing account limit rules, but a lot of these kids can't even read yet, and sometimes their parents get on the chat and explain it to us when we greet/address them.
These kids can't read the rules in our server about griefing or how the resource world reset works, or anything else really about how the server works, the TOS button that says "enter the world if you agree to the TOS" is lost on them, and they have a difficult time adjusting to server life.
This is the best reason I can think of for allowing server owners such as myself to host small mp3 sound files along with our servers that can be loaded by the clients and played alloud. And for map makers to customize their vanilla maps. Other reasons might include:
Narrated dialog for quest plugins
Narrated dialog for puzzle maps
Auditory clues for puzzle maps
More options for plugins and maps to customize
I also think allowing calls into the game code that can trigger a TTS narration would work for my needs as well... maybe not for others' as much however.
