In our world;
Tar naturally appears when crude oil breaks open low surfaces in the earth.
In Minecraft:
I think tar should appear about as often as lava pools, maybe even in lower parts of the world, but always on the surface. The Nether might also be suitable to find tar within.
Tar would be another fluid block that can be scooped with a bucket.
If a mob jumped in; I think it would only slow it, as if it where standing on a honey block. (Fish would most-likely drown in tar.)
Tar has been used to seal many things such as sails and leather, therefore I think it should also be used to seal and reinforce leather amour in a crafting grid maybe with the addition of some iron.
This would be great for players who don't have lots of iron or want to dye iron amour.
Asphalt is commonly made by mixing gravel and crude oil.
Like concrete powder; I think tar would transform gravel into a block of asphalt that could resist creeper explosions for creeper-proof roads.
Tar is not very viscous, so I think it would not extend very far, maybe 2-3 blocks.
If it where lit on fire; I think every adjacent tile of tar would turn into a burning version of tar that would behave similar to lava.
After burning for a time, the tar would evaporate.
Perhaps at night; tar covered-skeletons may rise from the pit's depths.
Perhaps they are venerable to fire.
