Drinking water and temperature

I hope to increase the water level and temperature so that when the weather is hot, the water level will decrease, such as in the desert, and when the weather is cold, the water level will not decrease or you need to drink hot water, such as in the snowy mountains. In normal weather, the water level will still decrease, but it will be very slow, such as in grasslands and plains.
