Deals explosive damage (having blast resistance as the best counter), can be thrown by the player with a charging mechanic (similar to the bow), were they can choose how far it goes.
The explosive bundles could have (multiple) special effects, by using potions when crafting.
They could have the ability to break certain blocks based on the number of gunpowder (maybe not ideal if they could be thrown with a dispenser, but could be weak as a fireball from ghasts).
With a balancing system similar of fireworks: more gunpowder on fireworks allow them to fly longer, but decrease the maximum damage possible, were in the bundles more gunpowder deals more damage, but have less room for special effects.
Blast resistance could have a chance to negate the special effects, based on enchantment level.
Dispensers could have the ability to use them.
