new type of rail

I had this idea about how to make minecart travel more efficient and useful again. Since a new (1 year old) snapshot that includes tweaks to minecarts with it, i think there should be a way to tweak the gamerule minecartMaxSpeed in Survival

An example could be a new type of rail that allows this to be performed. It requires the same crafting recipe as normal rails, but instead requires a hard to obtain item/material such as a netherite ingot underneath where you'd place a stick in the rail crafting recipe. It gives you 4 rails that include a new gui when right clicked that allows the speed at which a minecart that passes over it to go from eg 1-50, which can be altered in said gui. This would make minecarts one of the fastest travel methods and wouldnt completely rule out the use of powered rails as they go at a decent speed (kinda) and are cheap enough

Another idea is simply speeding up powered rails. Powered rails just arent fast enough and i think instead of being able to make a minecart travel at  8 blocks/s i think they should be changed to 12 or 15 as this would make them more useful and reliable
