Bring back the spawn chunks

When 25w31a came out, the concept of spawn chunks was removed. This broke many player-made farms that relied on it.

To fix this, there should be 2 game rules:

  • allowSpawnChunks, which controls if the spawn chunks can exist or not, defaults to true on higher-end devices and defaults to false on lower-end devices.
  • checkForForceLoadedChunks, which controls if the game will ensure that the following chunks are fully loaded before the player joins or the server starts, in the same way as spawn chunks:
    • Chunks loaded by the forceload command
    • Chunks active due to portal activity
    • Ender Pearls thrown in Singleplayer (Singleplayer only)
    • The small area of chunks around the player (Singleplayer only)
    • Chunks required to assign the global world spawn (World creation only)

    a few updates ago, mojang made portal based chunk loaders not stop when restarting a server. reverting this would be redundant

    Yea lets remove a 15 years old Feature because some didnt need it.. bring back spawn chunks asap!
