Leaf litter needs silk touch

Leaf litter should need silk touch or sheers. It's annoying always picking it up. I think other new grasses drop an item with fist too when they shouldn't. Pls fix :)

    Maybe a shovel. Like snow and snowballs?

    No, I think picking up leaf litter with a shovel is a bad idea. The earth and grass blocks are dug up with a shovel, which means that the leaves will drop out and bother the players in the same way.
    The leaves should only be picked with shears, just like any grass and leaf blocks.
