Releasing the Experimental Combat Overhaul As a Drop

A combat overhaul experiment was announced in January 16th, 2020, and a snapshot for it was released later that year for feedback.

The combat system hasn't been majorly updated since 1.9, so I think it's about time the combat features finally make their way to a drop for more testing, and eventual addition! This would be huge for the combat community!
