The step from stone tools to iron tools is very small, and reduces the need for copper tools.
I propose that a stone pickaxe mining an iron ore will drop less than one raw iron. Instead it should drop 2 or 3 of a new item raw iron lumps. Nine of which create a raw iron. On the contrary a copper pickaxe does drop a full raw iron.
This makes the copper pickaxe useful, but keeps it possible to skip from stone to iron by mining around 10 iron ore.
