Players can currently acquire Happy Ghasts through crafting, bartering, and exploration in the Nether. The materials for crafting Dried Ghasts are easily farmable, which allows for effortless mass production. Because Dried Ghasts stack up to 64 and can be quickly hydrated in water, it's easy for players to flood servers with large numbers potentially leading to performance issues.
To mitigate this, I recommend the following changes:

Remove or restrict crafting and possibly bartering access to Dried Ghasts to preserve their rarity.

Implement per-player spawn limits by tagging each placed Dried Ghast with a player ID and verifying hydration eligibility against server-side thresholds.

Make Dried Ghasts unstackable, reducing the efficiency of inventory hoarding and discouraging bulk placement.
These adjustments could be offered as configurable gamerules, giving server admins more control over entity management and gameplay balance.
