I thought about that too. However, I trashed the idea because lightning storms don't happen often enough. Maybe a copper item could be added that makes the weather turn to thunder? Or another item that can store lightning strikes outside of a storm for use on your copper items?

Yeah they should be buffed to encourage the use. But rising up the enchantment caps only for them leaves some tricky problems for enchanted books. Do we have to combine 4 Fortune III to get Fortune V? If enchanted books with Fortune V exists, what if we apply it to a netherite pickaxe? How could early-game players to get so many enchanted books to get such high tier enchantment?

My idea is to make copper items get better enchantments from enchantment table. Just like golden items are trash in durability, but they are way more likely to get higher tier enchantments from the enchantment table compared to other items. Similar buff could also be applied to copper items. I'd suggest copper items are guaranteed to get high-tier enchantments from that. To be exactly, once an enchantment is rolled for the given copper item, it's always the highest tier (like when Fortune is rolled, it's always Fortune III, Fortune I or II never appear). More bookshelves nearby makes it more likely to have multiple enchantments rolled. This could make copper the strategic choice for early-game players who prioritize powerful enchants over durability.

I think this would be a great fit for gold! Copper being early to midgame though I'd rather it offered something different than having to grind for XP

I think an overcharged effect would be intersenting thought it should probably also have a l limit on times it can be used maybe something like once the tool has been struck by lightning it gets a an idditonal +4 damage and +2 per piece of metal armour target is wearing. but only applies once before returning to be used as a regular sword (maybe using like 10/20 duriablity?). making effective for surprise attacks? also maybe copper gear acting  a bit like a lightning rod pulling the strikes to you and giving some amount of lightning protection and charging a copper sword if caring it?

It is perfect because they are powerful it makes sense to not happen all the time!
