I have had a lot of chances to work with minecarts since the Minecart Improvements Experiment was released, and I believe that the optimal speed for minecarts should be 32 blocks/second.
At 32 blocks/second, this makes minecarts directly competitive with the Elytra (30 blocks/second at a neutral pitch, 67 blocks/second at a 57 degree tilt) and slower than ice boats (40 blocks per second). This speed will justify the mid-game resource sink, and make it usable right into the end game.
Whilst some users may see this as encroaching on the late-game power of the Elytra, it is worth remembering that rail systems have a far higher level of investment to construct than an Elytra, and the user is limited to a set path when using a minecart, making the Elytra still the objectively superior choice for travel.
Additionally, the speed value is divisible by 16, meaning that redstone levels can be used to affect speed, if this path is taken.
