Make swords no longer have sweeping attacks by default and has it's attack cooldown removed, reverting it's properties back to pre-1.9 combat. Instead, the base level of the Sweeping Edge enchantment re-adds the sweeping attack, but also re-applies said attack cooldown as a penalty.
