Currently, in PvP, as long as someone has an elytra, he is virtually unkillable, unless being killed by a very powerful ambush like with a mace or with crystals, because he can just fly away and heal before coming back.
Combat would be more interesting if when a player took damage because of a player or a mob, their elytra got disabled for let's say 5 seconds. This way, the elytra stays a viable way of getting out of a tough situation if you're far enough away, but if the opponent is skilled enough he can still keep you grounded and in the fight by shooting you.
This would be a very quick way of balancing elytra in combat without adding any drawbacks into the game, because nobody gets hit by a mob while flying in single player, and in most competitive survival PvP servers elytra are banned because they make combat impossible.
