Elytra eating delay

Mace PvP is huge right now in Minecraft, so my idea was, since most mace users use elytra’s in PvP servers, make it to where it’s slower to healing while in the process of flying with an elytra, it will force the person to either: A; heal on the ground or if they fly somewhere with the elytra but the person could just pearl there as a counter, B; they can eat while flying with the elytra to heal but it takes longer to eat item and gives the person (if they’re fighting anyone) a fair chance, I think it’s ridiculous you can fly in the air with the elytra especially at such a high speed and be able to eat as fast as if you were on the ground while flying at said speeds, it doesn’t make much sense.
