There should an attribute to adjust how the animation speed scales to the movement speed.
For example, normally, if the movement speed is increased, the animation of the player moving is sped up. However, if this animation speed attribute is set to 0.5, the player would look and feel like they're moving half as fast, but are still travelling an increased speed.
This could work well for some map makers. For example, perhaps someone wishes to make a data pack that allows shrinking (using the scale attribute). To make the shrinking believable, the player must have a lowered travel distance, which can be changed using the movement speed attribute. However, slowing down the movement speed will make the shrunk players feel slow from their perspective. Similarly, not slowing down the movement speed would make the shrunk players feel fast from their perspective.
By adding an adjustable animation speed attribute, it would be possible to slow down the shrunk players' movement speed, lowering their travel distance, without making movement feel slow from their perspective.
