Frogs should prefer to be around bodies of water, not wandering too far.

I think frogs should prioritize wandering near bodies of water, especially ones with lily pads on the surface so custom pond builds don't have frogs escaping from wandering blocks far away.  Putting them on leads should be an exception of course.
