Strengthen Raid Potions With Brewing Stands (Maybe dilute?)

In Minecraft as it stands you can mix and match potions onto a brewing stand, say a turtle master 1, strength 1, and speed 1, and for one glowstone powder you can make all 3 separate potions strengthened and level up, so, why not allow raid potions to be manually upgraded? Maybe this could include some form to dilute the potions for newer players who don't want to start out with harder raids, to get those potions back down.
