Voice Chat (for both Bedrock and Java)

Chatting through messages is slow, inconvenient in dangerous situations in the game and it is hard to reason quickly with other players. Therefore adding voice chat would make things a lot faster, but just for player safety reasons, voice chat should only be enabled when other players are friends.
