make mining fatigue a little less difficult

yeah so mining fatigue really does make ocean monuments a challenge, but taking like 15 seconds to break dirt with an effichancy 5 (bad spelling lol) and haste 2 is a little overzealous. people that worked really hard to get effichancy 5 and a haste 2 beacon should at least get a little bit of advantage against mining fatigue.
