Haste should be equal to mining fatigue

Mining fatigue gives you more of a debuff than haste does.
I think haste should be equal to mining fatigue instead of just slightly faster, while mining fatigue makes you very slow.

    Then it wouldn’t matter if you have efficiency or a diamond pick, that would be overpowered because you can already instantly mine stone
