When in creative, you are able to get higher levels of enchantments than books allow, up til the java 32 bit integer 2147483647. However, each enchantment has a level cap in survival, which stops the use of books higher than the max level of the enchantment. I suggest that the cap should be raised to level ten, or level X as the game's language system only shows up to ten (Sharpness X) before turning into "Sharpness enchantment.level.11" I have been using a mod, as of recent, to see what this removing this limit would be like, and it seems fair, as the book combining requirement can climb up, even passing 1000 levels for one enchantment. So what i think should change is that you should be able to combine books up to level ten, where it caps off. This does not mean you can obtain these from enchanting tables, trading, or any way other than combining books. This would allow the player to keep enhancing their items, and have a sense of progression after hitting the initial enchantment cap. As for servers, or players who dont want powerful gear in their world, there should be a gamerule introduced (if possible), being "maxEnchantmentLevel" which allows the player to increase or decrease the level ten cap on a server. I believe this would give players a sense of progression, even after beating some of the games biggest challenges, and would let players who want to have more power be able to obtain it without the need for mods.
