An issue being brought up is NV Potions are too bright for the caves and ruin the ambiance.
I suggest an Enchantment you put on your Helmet, and it gives you the Night Vision buff for X amount of time. Something reasonable, a minute perhaps. After a minute, the effect fades away and its dark again. To rejuvenate the effect, simply stand near a light source for however long and the timer starts over, giving you a light level equal to or approximate to the light level of the block you're standing on, allowing you control over how bright the effect is. Lets say you're mining and the effect wears off, just plunk down either a torch or soul torch until it starts, then simply break the torch and be on your way with an equivalent night vision level (Low, Medium, Bright?).
Another interesting option is an ability to apply a Glow Ink Sac to the Helmet directly. The mechanics are the same as above, its just simulating putting glow in the dark stuff on your Helmet. Here's the twist though: you can apply it up to 15 times (or however many times seems reasonable), increasing the level of night vision gradually, like the Light Block in 1.17. Now you can explore the caves and retain a level of ambiance without it being too bright by applying less to your Helmet. It eventually wears off, requiring intermittent application during a session.
