Modifiers and Adjectives.
The main objective is to add unpredictable & unique variations to already existing biomes and mobs, to give a reason to go out and explore the 60,000^2 km world, as well as to add a bit of strangeness and create unexpected things to stir up some mystery & imagination.
Modifiers: Like a multiplier added to the already existing terrain/noise algorithms, creating greater or lesser contrasts and/or heights and such.
Of mobs, this could change the visual size or (possibly) procedural texture variations (e.g. spots on cows).
Adjectives: Would be used to create special biomes, such as where special mobs could spawn, e.g. the unused giants or mini-bosses.
Also used to define special terrain generations. Special terrains could be different overlaid patterns and/or functions on top of the already existing noise generation. Spirals, waves, stripes, other noise types, patterns, functions, etc.
These could be used to create unique passive/neutral mobs to go with role playing or to create particularly dangerous hostile mobs, almost or maybe even as mini bosses.
e.g. Mammoth Slime, Aggravated Spider, Ghostly Husk, Legendary Squid, Cursed Bat, Slow Chicken, Fast Pig, Lazy Cat, Distracted Dog, etc. (Some tags could prevent despawn allowing "Myths" and "Legends").
To encourage exploring, the further you get from 0,0, the more & rare Adjectives you find, maybe even layered, and the greater the Modifiers become. Even to the point of creating anomalies, such as the Far Lands.
