New use for copper (weather radar)

You should be able to craft a weather radar with four copper ingots and a redstone. Similar to a clock, this device will show you the weather instead of the time. When placed in an item frame (with a comparator behind it) it should emit different redstone signals for each type of weather (5 for clear, 10 for rain, and 15 for thunder). This feature would be useful for players who want to know what the weather is while underground or redstone engineers who want to build a reliable weather detector. It should have an enchantment (maybe called foreseeing?) That could predict the weather for the next day. And another enchantment (called seeding?) That could help players manipulate the weather. The higher the level of this enchantment, the better chance that the player will get the desired weather outcome.
