I feel like wearing any item of leather making powder snow instantly ineffective makes it too "all or nothing" on whether or not you planned ahead to bring leather (not exactly hard to acquire). They should consider, if not too difficult to implement, making leather armor just increase the time before you start to take damage and/or slow the rate you take damage at. That way, not only does the player have a potential reason and benefit trade-off to consider making more of the armor slots leather (or not), but also, powder snow retains some importance/reason to consider even whilst you are able to somewhat mitigate this (maybe similar to lava, make the 100% defense against the freezing damage a new potion effect; good excuse to give strays another drop, or the chillager who could make an appearance). They should also move the functionality of leather boots stopping you falling through to a new item called "snowshoes" which should also function like leather armor (in terms of its freeze weakening/stopping effect) in addition to taking over from leather boots the function of letting you walk on top of powdered snow like solid. I would imagine snow shoes themselves would be crafted from leather and string, possibly also sticks (like maybe two parallel lines of sticks with string connecting between top and bottom, and piece of leather in the center).
