Bonemealing clay underwater should have a chance to generate small dripleaf

To help with renewability (the wandering trader in 1.17 is too RNG-heavy if you want a lot of small dripleaf for decoration), small dripleaf plants should have a chance of growing when you use bonemeal on clay that's underwater.

  I really like this suggestion, but maybe instead or alternatively you could be able to bonemeal clay when it's surrounded by moss blocks, so you still have to go to lush caves first (once 1.18 releases).
