Curse of Frailness

This curse would do the opposite of unbreaking, as it might have a chance to create more damage to the tool (depending on the level). This enchantment will subtract with unbreaking, like having a curse of frailness 3 tool can be brought to normality by combining an unbreaking 3 book, and vice or versa. These would be the examples of levels:

I : 1.01% chance of damage x2

II : 5.8% chance of damage x3

III : 9.7% chance of damage x4
