Make spawners work in peaceful

Currently, there is no way of obtaining the blazepowder/blaze rods needed to beat Minecraft in peaceful mode I think spawners should work like they do in a mushroom biome on any other difficulty. With one change less experienced gamers (eg children) could gain more access to the game without changing gamemodes

    Peaceful mode simply makes it so mobs despawn. A way they could do it is just making it so mobs don't spawn naturally, but will still spawn from spawners, spawn eggs, commands, and etc. But, since its peaceful mode, hostile mobs would be passive.
