Uses for raw ore

Raw ores have multiple uses, which are similar to their ingot counterparts. However, ingots have armor and tools. Except for copper. Why not add raw ore armor and tools? These armor and tools have the same purpose as normal tools and armor, but are slightly weaker.

    Uh... the point of Raw Ores is to make a smeltable item that turns into an Ingot, so that Fortune can actually work on Iron, Gold, and Copper.

    Why would they add raw armor and tools? That makes no sense.
