Ability to use Spyglass while moving in boat

The spyglass which is a common item on ships cannot be used while moving in a boat.

  Good suggestion, but I think it's because you can't use a spyglass when you are moving the oars. Maybe if you use a spyglass in a boat it would slow you down.
