add a new sword enchantment that does the freeze damage

as fire aspect is in the game, add a new enchantment that does the freeze damage but it can not be on a sword with fire aspect. If someone is on fire and you use the enchantment on him he does not take damage because as powder snow is next to lava is dissappears.
