Right Clicking blocks with Glow Inc Sac

Right clicking a block with a Glow Inc Sac in your hand could make it glow with a light level of 8 (enough for mobs to not spawn) giving survival players a variation of the light block that's not overpowered.

  Voted. There should also be a faint, splat-like layer over the block, similar to moss carpet or sculk growth.
