Zombie horse legit

Pigs struck with lightning make zombie piglins, and villagers make witches, why isn't it that if lightning strikes a horse it makes a zombie horse?

    Yeah! That would be cool!

    (Skeleton and Zombie horses should be normally tame-able, instead of not being able to be tamed naturally for whatever reason... the only way to get a tamed one is to summon one with commands).
