Get crying obsidian with netherite and not diamond

I thought this was good.

And I thought "Where is the 'needs_[wooden/golden/netherite]_tool' block tags?"

    The "needs_netherite_tool" block tag should be like this:

    {
      "replace": false,
      "values": [
        "#minecraft:needs_diamond_tool"
        "minecraft:crying_obsidian"
      ]
    }
