Creepers are pretty annoying to deal with but they are iconic. The Minecraft rules for developing the game say that things should not be destroyed if a player did not do it, but creepers were made before those rules. To stay true to the creeper and the game's rules it set for itself, I have an idea.
My Idea
When a creeper blows up behind your back it should do the full explosion it does now.
But many usually see the creeper and hit it 2-5 times before it inevitably explodes for seemingly no reason.
I suggest that the creeper's explosion and health are correlated so when a creeper has low heath from the 2 axe hits you did, it has smaller explosion damage that breaks 4 blocks instead of 20.
This makes the game less punishing and makes holes in your base easier to fix.
