Whales would be a great addition to Minecraft. They match the theme of the Minecraft (which also has other ocean mobs obviously, like dolphins, turtles and fish) and they could also have similar attributes. Just like dolphins, they could generally spawn in everywhere except frozen oceans, although because their size is larger, they might spawn more into the ocean, farther from the coastline. Generally, they should be rarer then dolphins.
For health and drops, etc.:
Again, because of their sheer size, they should have a decent amount of hearts. Generally, 30 hearts or more should be okay because they aren't meant to be a good food source.
Their drops could differ. Generally, maybe 1-3 raw cod (like how dolphins drop one), and maybe a special item like blubber (used for fuel in furnaces or candles, maybe?), or an already in game item like prismarine shards. Looting should affect the drops. Other items from the ocean could appear too.
Their size should be rather large (not gigantic like an ender dragon, obviously) but something more like 3*8 to 5*10 (That might be a bad size, obviously its up to the devs. Babies should be smaller (half the size or less). Additionally, to breed whales for babies, kelp could be a good idea, although cooked salmon (like how dolphins do it, again) could work.
They shouldn't be straight up hostile mobs unless they're killer whales (if you add those). They should either be passive or maybe neutral so that if you attack their babies you get a nudge.
