Make gamplay mechanics configurable via properties.txt

Allowing minecraft servers to configure the gameplay to their liking can allow for diversified gameplay to anyones liking.

For example:

the healing rate from a full hunger bar
how long food lasts
how much hunger is healed via food

and other properties that people might want to adjust.
