Wither skeletons with bows

I think it would be pretty cool if some wither skeletons can spawn naturally with a bow and they can shoot arrows with wither effect at you, this way the potion effect arrows would be given a little more use

    if they had bows they would shoot fire arrows (this is already in the game) they do not spawn with bows, though, so maybe there is a reason.
