build wand and placeible NPC

i would like to see an official build wand that allows you to place multiple blocks at once in creative mode making construction times shorter i personally like to build massive medieval cities, my first city took me many years because i had to place every single block one at a time, and i have so many ideas to build different massive cities but do not want to dedicate more years to making them and having a build wand would make that alot easier and faster, frankly if it was official i would pay for such a think as paid content 

also on the subject of medieval cities, my cities are ghost towns, would like to see custom human/steve NPCs, so you can spawn them,  pick what clothes they wear, what items they have, set where they can walk, ranks/ jobs, maybe a dialog system even if that is just text boxes appearing above them, saying random lines
