Block/Item that changes biomes around it.

There should be a block or an item that would change the biome around it, so that biome specific mobs would spawn and the grass and leaves would get the texture of said biome. The item should be ridiculously expensive, and could work like a beacon, so that you needed to put diamonds or emarald blocks under it.

    Well, I don’t play survival, so I wouldn’t know about that, but I have a modern city world on top of custom islands in a deep ocean flat world. The deep ocean biome does not make the land look good. So if I could change the biome, that would be great.
