You Should Be Able To Put Enchantments On An Item On To A Book

So One Day I Was Looting In The End City and then I saw a iron chestplate.... with mending on it my idea is that you should be able to put a enchanted item and a book in the anvil to put the enchantment or enchantments on a book at the price of losing that item you used to make the enchanted book I think this would be useful if you got a enchantment that you like but its on a bad piece of armor
