Give Rails a Buff in a Way That Encourages Creativity

To encourage building with rails alternatively to the much easier transportation systems of elytra, boat, or horse, they could use a buff. Rather than a flat buff, it could be interesting to have them have a significant speed boost when placed on gravel. This matches with 'realism' while encouraging players to build around the gravity effected gravel (bridges, support systems, ect).
