Multiplayer Sleeping Rule should NOT be java only.

Why do we even have to talk about this. Minecraft should not be adding version-exclusive things anymore. Not to mention bedrock is 1000x more multiplayer-friendly.

  This is the right category. /gamerule Playersleepingpercentage is being released in 1.17, therefore, it belongs in this category.

  If any moderator sees this message, please tell Mojang that if they want to have parity, they could make it a lot easier on themselves by not adding any more version-exclusive features.
